Holguin Artists Debate on Independent Cinema Decree

Artists from the province of Holguin discussed about legislative aspects of Decree-Law 373 of the Independent Audiovisual and Cinematographic Creator that will take effect on September 24, 2019, in meeting presided over by officials of the Cuban Institute of Cinematographic Art and Industry (ICAIC) and the Cuban Institute of Radio and Television (ICRT).
Tania Delgado, Vice President of International Relations of the ICAIC, presented the procedure for the process of registration in the Creator's Registry, the legal procedures to form a Collective of Creation and the three modalities of the Worker-Owned that come into force as support of audiovisual production.
She stressed that the Decree-Law 373 is based on the emergence of the Development Fund, financial reserves that from 2020 will be available to those registered and recognized as independent producers, to support the feature films production, documentary or animation.
“The Development Fund draws on the state budget, but natural and legal persons can contribute to it, provided that the legality of the origin of the donated amount is verified. This supports all the way of audiovisual production, from the conception of the project, the production, the postproduction and the distribution”, explained Delgado.
Participants also debated on the opening of the Film Commission on September 24, which will have among its main objectives the promotion of Cuba as a film destination. This Commission will be chaired by the Minister of Culture and will be integrated by other institutions and organizations related to audiovisual production such as the ICRT; ICAIC, the Ministries of the Interior, the Revolutionary Armed Forces, Foreign Relations, Tourism and the General Customs of the Republic.
