After several months of negotiations at the United Nations, the text of the Global Pact for Safe, Orderly and Regular Migration, aimed at establishing an international framework to design those policies, is ready.
On Thursday, UN Secretary General Antonio Guterres noted the potential of the agreement to take advantage of the benefits of those human movements.
All over the world, migrants are a notable engine of growth and at present, they are more than 250 million. In addition, although they account for 3 percent of the world's population, they contribute 10 percent of the global gross domestic product, he underlined.
However, more than 60,000 people in movement have died since 2000 at sea, in the desert and in other places, he regretted.
The UN chief noted that migrants and refugees are usually demonized and attacked, despite their contributions.
For her part, the special representative of the UN secretary general for international migration, Louise Arbour, pointed out that it must be in everyone's interest to find the way to guarantee security in those human movements.
It is not about facilitating or reducing migration, the objective of the pact is security and order, she stated.
The UN General Assembly decided to boost the agreement when it adopted the New York Declaration in September 2016, during the Summit on Refugees and Migrants.
The Global Pact on Safe, Orderly and Regular Migration will be the first agreement negotiated among governments and prepared under the auspices of the United Nations to cover all dimensions of migration in a holistic and comprehensive manner.
Its formal adoption is expected at a high-level meeting in Morocco in December. / PL
