United Nations: Cuba denounces the genocidal nature of U.S. blockade

Cuba reaffirmed its firm commitment to the mandate of the United Nations Population Fund (UNFPA) and to the implementation of the 2026-2030 Country Program during the Second Ordinary Session of the UNDP/UNFPA/UNOPS Executive Board.
Cuba’s Deputy Permanent Representative to the United Nations, Ambassador Daylenis Moreno Guerra, highlighted national progress in sexual and reproductive rights and the protection of women, girls and adolescents.
The Cuban diplomat warned that preserving this progress requires extraordinary efforts in the face of the United States’ multidimensional war against Cuba, which combines economic strangulation, energy blockade, and threats of military aggression.
She denounced the blockade for hindering basic services, including healthcare, with serious consequences for the Cuban people.
Moreno Guerra warned that more than 34,000 pregnant women are unable to receive prenatal ultrasounds, while the infant mortality rate has doubled and currently exceeds 9.8 per 1,000 live births.
“The decline in key social and health indicators confirms that the blockade exists and it kills.”
She also described the impact of the blockade on international cooperation: more than 7,000 containers, including donations from United Nations agencies, remain stranded in Caribbean ports, while another 170 containers of essential goods have already arrived in Cuba but have not been delivered to their recipients due to fuel shortages.
The Deputy Permanent Representative noted that “for more than two months, shipments have been awaiting availability for 126 sexual and reproductive health kits, 20 beds and cabinets for obstetrics and gynecology wards, more than one million condoms, and vital medications for childbirth and its complications, all donated by UNFPA, as clear evidence of the impact of this brutal policy.”
The Cuban diplomat referred to the recent visit of the Fund’s Regional Director, which Cuba highly values and described as a demonstration of UNFPA’s commitment to continue supporting the country, given the current circumstances.
While reiterating Cuba’s support for the UNFPA mandate, she called for ensuring sufficient, predictable, and sustainable resources for its full implementation.
She also stated that “Cuba will closely follow the reform proposals stemming from UN80” and reiterated that “any decision on this matter rests exclusively with the Member States and must be based on objective evidence and rigorous analysis of its implications.” [ SOURCE: Cubaminrex-MisiónCuba UN ]
