Water pollution from hydrocarbon management is one of the worrying issues in environmental conservation. The Nipe Bay, located in the north-eastern region of Cuba, specifically in the province of Holguín, is not without risk. Its proximity to the Lidio Ramón Pérez thermoelectric plant in Felton is one of the aggravating factors. Together with this, the correct work of the State Unit Base (UEB) Fuel Marketing Terminal, of that place, is decisive.

The latter, created on October 18, 1999, has as its mission the reception and conditioning of dark fuel supply for the Thermoelectric Company, which guarantees the generation of electricity to the country. It is the owner of the Campo de Boya Felton hydrotechnical work, which is five kilometers from the facility. There the ships arrive with the fuel, which is sent to the UEB through a 30-inch submarine pipeline.

This practice is used worldwide in the absence of docks, but requires a lot of security to avoid water pollution.

Yusbel Nolberto Sánchez Díaz, Head of the Terminal Base, explained that “the entity has a plan of activities based on the Life Task plan to protect the Nipe Bay. Apart from Felton's biogeneration area, there is another one in Nicaro, through which we receive fuel. There is also a waste treatment plant and the brigade for oil- spilling control, certified and registered in Matanzas, to deal with any oil spill in our bays or in other regions of the country.

Of the actions of the company to face situations that compromise the health of the Bay, Nérida García, a quality specialist and representative of the Environmental Management System in the Holguín Fuels Territorial Marketing Division, explained: “The Cuba-Petroleum Union has pronounced because all facilities linked to the coast in the process of reception, storage and delivery (SAR) of fuel by sea have the means to face spill situations; in addition, the Petroleum Research Center conducts environmental monitoring of liquid and gaseous effluents twice a year ”.

The Felton Unit, belonging to Cupet, is recognized as the Quality Award and with several environmental licenses to manipulate and exploit the butane in order to ensure the protection of the environment, and exploit the Port de Boya port facility with underwater pipeline.
