Justice Directorate adopts measures in Holguín

The Directorate of Justice in the province of Holguín has implemented a series of measures to maintain its operations during the current energy contingency affecting the country.

According to its director, Carmen Gertrudys Bejerano Tamayo, it has been necessary to readjust activity levels and reorganize services to ensure public attention despite existing limitations.

In this context, registry services have expanded their presence on digital platforms, while notarial services continue to operate in person until their digitization is completed later this year.

The ticketing system was also eliminated, as it did not allow real-time viewing of user reservations and generated dissatisfaction among the public.

Another measure was the creation of work teams in civil registry offices to operate during hours without electricity, as well as the introduction of special forms to issue certifications valid within the country. Priority is also given to the issuance of burial licenses and death and birth certificates originating from hospitals.

On days with available power, special attention is given to vulnerable individuals and urgent cases. During these periods, applications for property registrations—procedures that must be completed through digital platforms—will also be accepted.

In the notarial field, priority is given to the most sensitive services, such as wills and marriage formalizations.

Finally, Bejerano Tamayo noted that all municipalities depend on the provincial server, so digital platforms can only be used when it has electrical power; otherwise, handwritten certificates will be issued.

With support from the Ministry of Justice, laptops will be provided to facilitate notarial work. The director asked for public understanding, emphasizing the staff’s efforts to maintain services amid current restrictions.
