The Provincial Transport Directorate in Holguín has authorized temporary special permits for owners of electric vehicles, such as tricycles and motorbikes, to support population mobility amid Cuba's energy crisis.

This measure, backed by the Ministry of Transport and local authorities, addresses the fuel shortage caused by the U.S. blockade, allowing these vehicles to operate legally from provincial pickup points, even for those without prior licenses due to not being legal owners.

Drivers will charge 50 Cuban pesos per passenger and must pay 500 pesos monthly to the municipal budget, plus provide an updated technical inspection and valid driver's license, as per Highway and Traffic Law 109.

Local directorates are conducting vehicle surveys and registrations for better incident control, issuing provisional permits for three months while finalizing procedures like opening a fiscal bank account and registering as self-employed workers.

The program, based on Transport Minister's Resolution 140, is already running across the northeastern territory, recognizing property declarations as valid for licenses, aiming to organize mobility, ensure safety, and provide legal support to non-state transporters. (Source: ACN)
