On December 10, 1948, it was proclaimed by the United Nations (UN) in its Resolution 217 A (III) the Universal Declaration of Human Rights. Cuba, represented by Guy Pérez-Cisneros Bonnel, was one of the signatory nations of the declaration, which has been translated into more than 500 languages.

We cannot speak of Human Rights without access to water, food, health, citizen security or education. Cuba has ratified to date, 44 of the 61 conventions of the Human Rights Council, which places it among the 50 nations with the largest number of international legal instruments related to this matter. The 2019 Constitution included a wide catalog of rights, based on the signed agreements.

The Human Development Index (HDI) in our country in 2017 was 0.777 points, which is considered high. Cuba ranks 73rd in the world ranking of human development (HDI) out of a total of 189 countries because, in addition to economic criteria, social indicators such as zero illiteracy, life expectancy at birth greater than 78 years, one doctor for every 116 inhabitants and one stomatologist for every 556 are evaluated.
